US Scott 210 FDC (maybe) Oct. 1 cancel & 1883 docketing, 2003 PF decline opinion

US Scott 210 (2c Red Brown) with "St. Albans VT Oct. 1" duplex cancel on cover addressed to Isle La Motte VT, pencil "Ans. 10-11-83" docketing on back --
The PF wrote, "It is a genuine usage of a faulty stamp which is not from the first printing, because the pencil docketing cannot be confirmed, decline opinion as to 1883 usage."
Someone willing to take on a project like this could find it worthwhile and profitable as genuine first day covers of this issue have a 2020 Scott US Specialized catalog value of ,000. I have owned this since March but haven't had the time to do the proper research.
